They make each enhancement cost 1 Enhancement Stone and any scrolls that aren’t Legendary quality can safely be used without worry. There’s no reason not to use the lower quality Enhancement Scrolls, however. Enhancing and upgrading gear is not optimal unless it is Legendary quality gear (orange). You are going to need all the Enhancement Stones you can get at endgame and enhancing your gear whilst levelling only makes a minor, temporary difference until you replace it with something better.
